California faces $2 billion in automatic spending cuts to funding for public schools, higher education and a range of state services. On November 16, 2011, the Legislative Analyst's Office warned of declining tax revenue and a rocky statewide economic outlook that will they believe will result in a budget shortfall that will warrant "trigger cuts" under current law.
