Conference Committee Completed Action on Human Service Issues

The conference committee has just completed action on human service actions. The committee rejected almost all the Governor's proposals but did make more than $300 million in cuts. The big action was relaxing welfare to work activities for 2 years for families with small children.
 
 


Committee approved the following items:

 

  • Reduce SSI and CAPI by $5 for individuals
  • Reduce county Single Allocation Fund by $175 million by exempting families from welfare to work requirement if they have children under age 2; exempt families with two or more children under age 6; and reduce license exempt rates by 20% for a second child.
  • Approved proposal to expand subsidized employment and other services by drawing down ARRA funds.

Committee rejected the following:
 

  • Eliminating Safety Net
  • Capping Child-Only CalWORKs at 60 Months
  • Self sufficiency Reviews for families in sanction status.
  • Reducing CalWORKs Grants by 6%
  • Eliminating CAPI
  • Eliminating CFAP
  • Eliminating CalWORKs and SSP COLAs
